My Lord,

I have the honour to acknowledge the

receipt of Your Lordship's confidential telegrams

of the 18th and 27th of March, 1930, on the

subject of the provision of anti-piracy guards,

and to confirm Mr. Southorn's telegram of the

by ditło 29th of March, 1930, which reads:-

"Your telegrams of 18th March and 27th

March, anti-piracy guards, I see no objection

political or otherwise to the employment of

white-Russians as non-Commissioned Officers

failing sufficient suitable Britishers here.

Recruiting from home would mean delay and

would be very expensive. I understand

suitable Russian recruits are available in

Shanghai and are well spoken of by the

Municipal Police who employ considerable

numbers.

I do not consider that seconding of

Military or Naval officer as suggested is

necessary.

Work indicated is of a nature

that can properly be handled by an officer

experienced
